Abstract:Public governance of rural environment is a complex negotiation process in which multiple parties constantly interact and repeatedly dispute with one another. The rural waste sorting mechanism in Zhejiang Province was implemented at the local government administrative orders. In the context of environmental governance,it conformed to the national policy of the country,but it did not necessarily satisfy the “taste” of the farmers. Under the support and guidance of local elites such as village cadres,through the internal organization of the village to guide and innovate ways of management,farmers’ habit of garbage classification can be gradually shaped,and according to the practical experience of rural waste classification,some feasible garbage classification system that conforms to the rural society can be eventually established by local governments. The establishment of rural waste sorting mechanism in Zhejiang Province is not only the process of initiation,adaptation and perfection of the mechanism,but also the process of farmers adjusting their behavior and developing waste sorting habit under the influence of government classification system and production lifestyle. It is also a result of compromise among local government,village cadres and villagers under the influence of power and social relations.
