    摘要:

    编外用工在推动基层实现有效治理方面发挥着至关重要的作用。以福建省橙镇编外用工从专管员到综合巡查队的组织形态嬗变过程为例,借助“控制权”理论探究专管员和综合巡查队两种编外用工形态的内在差异,揭示推动编外用工组织形态嬗变的结构性力量。研究发现:(1)专管员和综合巡查队两种编外用工形态的根本区别在于实际“控制权”的差异化分配,橙镇编外用工组织形态转变的本质是镇政府在争取编外用工的实际“控制权”;(2)乡镇政府在“低治理权”情况下,面临的治理资源有限与治理任务复杂、多元之间的张力,是推动橙镇政府转变编外用工形态、争取编外用工实际“控制权”的关键力量。据此建议推动编制动态平衡,统筹使用编制资源;下放编外用工“控制权”,强化基层政府对处于其中的编外人员的支配能力;细分人员权责范围,明确编外、编内人员的职务分工。

    Abstract:

    Unofficial personnel plays a crucial role in promoting effective governance at the grassroots level. This research focuses on the organizational transforming process of unofficial personnel in Chengzhen, Fujian Provicnce,specifically the shift from specialized managers to comprehensive inspection teams. Utilizing “control rights” theory, it explores the inherent differences between these two types of unofficial personnel, and reveals the structural forces driving the transformation of unofficial personnel organizational forms. The study finds that the fundamental distinction between specialized managers and comprehensive inspection teams lies in the distribution of control rights, which means the essence of the organizational transforming in Chengzhen is the township government is striving for the actual “Control rights” of unofficial personnel. Moreover, in the situation of “low governance rights”,township government is facing the tension between limited governance resources and complex and pluralistic governance tasks, which driving the Chengzhen Government to transform the working form of unofficial personnel and strive for the “control rights” over unofficial personnel. Accordingly, it is suggested to promote dynamic balance in staffing,coordinate the use of staffing resources, delegate “control rights” of unofficial personnel, strengthen grassroots governments’ ability to manage and clearly delineate the responsibilities and duties of both unofficial personnel and official personnel.
