行政责任和权力从冲突走向调适是和谐行政的内在要求。理论和现实中的责权冲突虽呈现不同的状态,但都在努力追求权责统一,用责任束缚权力,用制度和行政道德及伦理来调适责权冲突,实现和谐行政。
