Abstract:After the reforms,the villager autonomy,rural community governance and public participation of villagers,based on the low level organization,remain at the same low level which is protruded by the further rural taxes and comprehensive reform and thus impedes the rural community governance and development of villagers.To increase the degree of organization and expand the public participation of the villagers in community governance,we must strengthen the village- level organizations,enabling them to act in accordance with law,to change their roles effectively and to assume the responsibilities of organizing the villagers to deal with their own affairs within the sphere of laws; the civil organizations must be fully developed to match the village- level organizations with the vast majority of villagers; elites also prove to be a group of great importance in developing various forms of rural communities civil organizations; the organizational network should be improved to achieve a seamless connection,full coverage of staff,integration of resources and network in coordination so as to inject new vigor into the rural community governance.
