河长制推行中农村水环境治理的公众参与模式研究

    农村水环境治理是全面改善农村人居环境的重要组成部分,探寻农村水环境治理的公众参与模式既是对农村水环境长效治理的有益探索,也是对现有政府主导的“河长制”治理模式的重要补充,对实现宏观层面农村公共事务的“善治”有重要驱动作用。依据参与式治理理论、多中心治理理论、协同治理理论、数字治理理论,按照公众参与程度不同,将农村水环境治理的公众参与分为决策型、管护型、改善型及监督型四种类型。通过对江苏农村地区公众参与水环境治理的实地调查,深入剖析和比较了四种参与类型所对应的典型参与模式:村庄磋商小组、民间河长、以河养河与互联网+河长制。研究发现:四种模式各有优劣,参与主体及适用条件也不尽相同。公众主体认知强、村两委大力支持的村庄适宜村庄磋商小组模式;治水氛围浓、双河长合作能力强的村庄适宜民间河长模式;市场化程度高、公众经营能力强的村庄适宜以河养河模式;数字化程度高、干群互动频繁的村庄适宜互联网+河长制模式。就农村水环境的善治而言,公众参与边界仍需平衡,只有实现政府主导与公众参与的有效融合、政府权力与公众权利的良性互动、正式与非正式途径的适度平衡,才能使河长制推进中持续吸引公众有效参与。

    Abstract:

    Rural water environment management is important for comprehensively improving rural living environment.Encouraging farmers to participate in water environmental management is not only a helpful practice for the long-term management of rural water environment,but also an important supplement to the existing River Chief System.It plays an important role in realizing the “good governance” of rural public affairs at the macro level.On the basis of participatory governance theory,multi-center governance theory,collaborative governance theory,digital governance theory,and public participation ladder theory,the public participation in rural water environment management fall into four types:decision-making type,improvement type,management type and supervision type.Through the field investigation of the public participation in water environment management practice in rural areas of Jiangsu Province,the paper deeply analyzes and compares the typical participation modes corresponding to four types of participation:village consultation group,local river chief,managing river by pisciculture and Internet + River Chief System.It is found that the four models have their own advantages and disadvantages,and their participator and applicability are not the same.The villages with strong sense of participation and support from the two village committees are suitable to implement the village consultative group model.The villages with good atmosphere of water management and strong cooperation of two river chiefs are suitable for local river chiefs.The villages with high level of marketization and strong public marketing ability are suitable for managing river by pisciculture.The villages with high digitization degree and frequent interaction between cadres and the masses are suitable for the Internet + River Chief System model.In terms of good governance of the rural water environment,the boundary of public participation still needs to be balanced.Only by realizing the effective integration of government dominance and public participation,the positive interaction between government power and public rights,and the proper balance between formal and informal approaches,can the public be constantly encouraged to participate in River Chief System effectively.
