Abstract:Agricultural opening-up to the outside world is an important measure for the country to meet challenges and promote food security in China and the world. With the combined effects of geopolitical competition,frequent occurrence of uncertain events and other factors,the divergence of global agricultural interests during the 14th Five-Year Plan period will last,the development gap will continue to widen,and the uncertainty of cooperation will be significantly strengthened. However,there is still a broad space for win-win cooperation. The opening-up of China’s agriculture should be oriented towards both domestic and international dimensions and aimed at three-level goals of food security,industrial competitiveness and international influence. By formulating the plan of agricultural cooperation during the 14th Five-Year Plan period,making economic and trade cooperation strategies in different regions and products,enhancing the ability to control the value chain of agricultural industry chain,and improving the support and management platform for agricultural cooperation with foreign companies,China will strive to solve the problems of weak channel control,high risk and cost,obvious policy bottleneck and prominent information asymmetry. Only in this way can we seek certainty in uncertainty and give more certainty to unstable international agricultural cooperation,and then realize a higher level of agricultural opening-up to the outside world.
