As an unconventional organizational system, deliberative and coordinating agency which is an innovation in the national governance mechanism plays an effective role in overall planning and coordination in grass-roots governance. From the theoretical perspective of organizational field, this paper analyzes deliberative and coordinating agency through case study and finds that the rigid responsibility isomorphism system makes the total number of deliberative and coordinating agency huge and lacks local adaptability and innovation; The downward transmission of task and staffing pressure makes the grass?roots work overwhelmed; The information asymmetry between conventional and unconventional organizational systems makes grass?roots tired of data retention; The expansion of member units of deliberative and coordinating agency further aggravates the burden on the grass?roots level. In the face of the above problems, it is necessary to further improve the setting rules of deliberative and coordinating agency and strengthen the implementation of the articles of association, so as to create a good organizational field for grass-roots burden reduction.
