With the promotion of the rural revitalization strategy and the continuous development of rural society，the limitations of the one-way“embedded” rural governance model of primary-level Party building are increasingly prominent，and the model of leading rural co-governance through “coupling”multiple governance forces has important value.In the process of rural co-governance，primary-level Party building plays a leading role in coupling rural multiple governance forces，which not only promotes good governance in the rural area，but also enhances the leadership of primary-level Party building，thus building primary-level Party organizations into a strong battleground.From the perspective of coupling， primary-level Party organizations achieve the goal of leading rural co-governance through the mechanisms of value coupling，interest coupling and power coupling.In reality，however，there are triple tensions of culture，economy and politics，which are embodied in the anomie of value pursuit，the disorder of resource distribution and the imbalance of governance power.It is necessary for primary-level Party building to reshape the value consensus of rural “public” through value coupling，to form a community of shared interests through benefit coupling，to build a governance structure of horizontal collaboration through power coupling，so as to lead the rural co-governance and help the rural revitalization.
