Rural development and governance are fundamental to national development and form two core tasks of national governance.In recent years，multiple top-level designs and public policies have integrated and coupled rural development with governance，significantly changing the traditional situation where rural areas focused solely on development without governance，or prioritized development while neglecting governance.By designing a coupling of development and governance resources，this integration has promoted rural revitalization.Using statistical yearbook data from 2012 to 2022，the study examines three types of resources—input，endogenous，and output resources—and uses a coupling coordination degree model to evaluate the degree of coupling and coordination between rural development and governance resources.The research finds that the double-helix coupling structure is dynamic and demonstrates a discontinuous equilibrium over time，with the coupling interval exhibiting various forms under different gradient energy influences.The realization of the double helix coupling iterative function of the two subsystems of development resources and governance resources relies more on the coordination index.The response speed of the coupled system of rural development and governance resources has gradually slowed under the influence of internal and external environments，but the system’s stability has strengthened.Finally，countermeasures and suggestions are put forward based on the above research conclusions and potential mechanisms to promote the realization of goals such as rural revitalization and governance modernization.
