A Scientific Comprehension of the Profound Implications of Coordinating Our Efforts in New Industrialization, New Urbanization, and All-around Rural Revitalization
A scientific understanding of the major strategic orientation of “coordinating the new industrialization, new urbanization and the all-round revitalization of the countryside” proposed at the Third Plenary Session of the 20th Central Committee of the Communist Party of China is an inevitable requirement for promoting high-quality development and Chinese modernization. The “parallel-track” development process of China’s modernization, characterized by the overlapping advancement of industrialization, informatization, urbanization, and agricultural modernization — particularly under the current complex and ever-changing external environment — have increased the importance and urgency of coordinated efforts in these areas. It is essential to integrate the leading role of strengthening new industrialization with the guiding role of strengthening new urbanization and the supporting role of comprehensive rural revitalization. The development of urban-rural integration should be promoted through three dimensions: the urban-rural continuum, cross-border solution to urban-rural problems and network-based approaches to urban-rural problems. County-level regions should serve as the strategic focal point for coordinating the advancement of new industrialization, new urbanization and comprehensive rural revitalization as a whole.
