Ratchet-Type Support:A Non-Market Mechanism in Building Rural Specialty Industries——A Study on the Development History of Yuzhao’s Brush Industry over 20 Years
The construction of rural specialty industries effectively promotes industrial revitalization,yet the operation process and causes of their non-market mechanisms remain to be explored. Based on an analysis of the more than 20 years development history of the specialty brush industry in Yuzhao Town,this study elucidates the phased characteristics and driving forces of non-market industry development led by county and township governments.Research has found that resource augmentation and institutional strengthening are the core mechanisms of non-market rural specialty industries development, both exhibiting a “ratchet-type support” feature throughout the industrial process---county and township governments have developed a strong inertia to continuously strengthen industrial support.On the one hand, county and township governments have formed a resource support sequence by gradually providing land resources,increasing supporting resources,and further enhancing administrative resources. On the other hand,they have implemented targeted foundational management,normative governance,and mandatory homogenization,forming a sequence of institutional strengthening. The resource augmentation mechanism gradually helps rural specialty industries overcome structural constraints and expand their scale,while the institutional strengthening mechanism guides the transformation and upgrading of these industries, improving their level. It is therefore concluded that the driving force behind the ratchet-type operation of the non-market mechanism is the evolution of organizational incentives by county and township governments---from limited incentives to incentive stimulation and then to incentive reinforcement. Practice has proven that under the “ratchet-type support” of county and township governments,a large number of rural specialty industries have rapidly emerged and flourished.
