Developing rural human resources is the prerequisite in the construction of new socialist countryside.At present,the function of government administration is inadequate in the process of developing rural human resources.Therefore,it is critical to further optimize the functions of government administration in developing rural human resources with the purpose of promoting the construction of new socialist countryside and rural economic and social development.
