This paper attempts to explore rational choices of enterprises' producing "energy-saving products" and "high-energy products" from micro-perspective,and uses the Hotelling Model to concretely analyze this problem.Finally,this paper put forward some policy suggestions on how to save energy and reduce emission from the three aspects of government,enterprises and consumers.
