Teaching evaluation organized by General Staff Department was conducted in Naval University of Engineering,which was evaluated as "Outstanding Teaching Organization(A)"(with A,B,C,D,four levels of evaluation) in 2007.Based on some rules and regulations formed during the teaching evaluation period in this university,this paper illustrates that institutional effect is playing an important role in the far-reaching construction and development for this university.
