In every social organization,public relations is an important part of its management functions.This paper analyses the present situation of urban development archives management in China and expounds the necessity of public relations in urban development archives work.It also discusses how to implement the opening management of the urban development archives from the perspective of organizational guarantee,working mode,personnel quality and external publicity.
