As one of the latest development in the international agricultural biotechnology R&D area-GURTs has brought about strong controversies since firstly awarded patent right in 1998.Moreover,the so called “terminator” technology which could lead the second generation seed sterile has met with intense condemnation from global society especially underdeveloped nations.In this paper we firstly carry out an explanation of the GURTs from technology aspect.Following that we have an analysis of the R&D and application of GURTs from two aspects:one is the attitude of each government and non-governmental organization; the other is the condition of applying for patents.Finally we have a deep analysis of the inherent causes of GURTs’ come into being.The three major reasons are as follows:the private R&D firm entrepreneur’s seeking to maximize profit endlessly and the “comparative” inadequacy of intellectual property rights protection; the extremely high cost of carrying out intellectual property rights protection and the anticipation of acquiring excess profit.
