The limited public health expenditure leads to heavy burden of families and individuals.The ineffective allocation of health resources brings about the unfairness of health availability and low health outputs.Based on the analysis of current situation of public health expenditure of China,it is believed that the government should be charged with the duties of improving the efficiency of public health expenditure,easing the health burden of common people and eliminating the unfairness in health service by increasing the total health expenditure,changing the investment orientation,paying more attention to primary health care and reimbursing the medical providers.
