Extension and promotion of rural special technique associations service function is closely related with the government policy guidance in the different period.Guiding by government policy,service function of rural special technique associations in China are developing from single technical link to every links of the pre-inter-post production,and the technique associations has also changed from single technology cooperation organization to technology economic entity.The paper analyzes the service specialty,type and basic function of rural special technique association,and summarizes the outstanding problems the technique association facing.And some policy suggestions are advanced,including specifying its legal status,putting modern production element into the development of technique association,normalizing internal governance structure,and strengthening the technical service capacity building by endogeny and introduction from outside etc.
