From 2005 to 2007,the Water User Associations in Gansu Province had made great social,economical and ecological achievements.The associations’ work improved the situation of agricultural irrigation as well as people’s democratic consciousness.However,there are great differences in their operation performances.Based on Factor Analysis,the operating performances of the 30 associations are graded to reflect their differences.Subsequently,with a view to provide theoretical and practical basis for WUA’s sustained and healthy development,the reasons which cause these diversities have been analyzed and the corresponding countermeasures have been put forward.
