Small towns occupy not only the basic status in PRC’s urbanization continua but also a significant part for national economic growth.Yet still they are challenged and confined by many predicaments in terms of social roles in the past thirty years,such as the relatively small population scale,the unreasonable structure of the three industries,and the unsatisfying social welfare level and so on.From the point of social development,the new-style urbanization would not jump out of developmental predicaments and develop smoothly until it attaches importance to four strategies:the assembly of population based on reasonable site selection,increasing residents’ income based on strengthening the supporting role of industries,social development based on the concept of people first,and building a multiple participating dynamic mechanism involving state,market and community. 
