Based on a thick understanding of the principle of the Third Plenary Session of the 11th Central Committee of the Communist,this paper illustrated the definition and connotation of the notions of the contractual operation right of land in rural areas,the exploitation right of the collective land for constructive use,the right to earnings of farmers with confiscated land,usage right of homestead,and the right to earnings of collective asset.In order to set up a new relationship between industry and agriculture,and urban and rural areas,it further proposed the direction and principle to deepen the reform of property right system,and three essential stages to facilitate the validation of all sorts of rights related to rural land.It continued to emphasize the construction and improvement of the market for contractual land transfer and transactions of property right,the function transition of local governments,and the promotion of land reform and pilot projects in conformity with legal provisions.
