It is found in light of literature review that there are five types of connotation about new citizens,namely theory of new developing citizens stratum,theory of new literature catering to ordinary citizens,theory of new face of citizens,theory of new rights of citizens and theory of farmers in cities.Among them,the theory of farmers in cities is the most typical and relevant researches and outcomes are most.As farmer-new-citizens have not yet been fully integrated into cities,they are not the true new citizen.And the connotation of new citizens will be developed in the future.
