Based on the analytical framework of different types of Hubei MFOZ,including key development zones,major grain producing zones and ecological function zones,this paper selects 42 administrative villages in 518 households at six townships in typical areas such as Wuhan,Huanggang and Jingmen City,and analyzes the effect of implementation of various functional areas of agricultural subsidies by using HLM model in discussing its influencing factor.The result shows that firstly,agricultural subsidy policies do a lot to improve farmers’ enthusiasm to grow grain.However,because agricultural subsidies have strengthened farmer’s contractual rights consciousness,it has become an inhibition in promoting rural land transfer.Secondly,the village and the individual both have influenced the implementation of agricultural subsidies.In the village level,whether the village can provide bus services for farmers or not have a significant impact.In the individual farmer’s level,village cadres’ experience,their self confidence,ability to resist disaster,number of blocks of arable land,agricultural production tools for the implementation of agricultural subsidies have a significant impact.Finally,evaluation on the effect of implementing agricultural subsidies in different main functional areas is different.Because farming income in the major grain producing zones account for a higher proportion and farmers interviewed are more sensative to government standards in agricultural policy,farmer’s evaluation on the effect of agricultural subsidies is slightly lower than that in key development and ecological function areas.
