Abstract:Based on the case study represented by “common farming”,this paper analyzed the running mechanism and organization mode of the new agricultural service mode.Taking family management as the core, this mode disperses the high cost in the largescale management.Meanwhile,it increases labor division and specialization in agricultural production by external scale and decreases the corresponding market transaction cost to magnify the scale effect. In organization, the new agricultural service mode relies on governments, especially the village-level government to organize and promote the concentration of cultivated land and avoid high transaction costs.Focusing on farmers and supported by communities, this mode raises farmers’ enthusiasm by maintaining their rights of management and income, and makes full use of community resources. Therefore, this new agricultural service mode runs in scale without transferring rights of management but extending management from cultivated land to agricultural services, thus paving a reasonable and feasible way for land transfer and scale management and further improving farmers’ livelihood, community vitality and grain production.
