The village connection institution has become an important system for the local government to deal with the complex contradictions in society,crack the grassroots administrative rigidity,and improve the grassroots governance mechanism. Based on the field investigation in eastern Zhejiang,the local governments are actively promoting the sinking of cadres and participating in the grassroots governess through village connection institution,so as to smash the restrictions of bureaucracy and reconstruct the mediate zone between state and society to achieve the top-down public expression and political participation. This approach is conducive to alleviate the contradictions between cadres and the masses,to strengthen the government’s response to grass-roots’ social needs,and to make up for the lack of public governance in village governance. But also it is faced with multiple dilemmas:the increasingly diverse and complex demands from the masses,the exclusion of official power participation from village authority structure,the formalized supervision and evaluation mechanism. Therefore,the village connection institution still has room for improvement. The functions and responsibilities of the village cadres should be clarified,the supervision and examination mechanism of the couplet village cadres should be further improved,and the supervision and management of the village-level power structure should be strengthened.
