Relying on the connotation of network poverty alleviation,this paper expounds its Chinese characteristics through literature research and comparative study. The results reveal several functions of network poverty alleviation:(1) facilitating changes in thoughts from undirection to internet+; (2) accurate identification of the aided target from subjective judgment to objective definition; (3) promoting the consilience of the internal and external motivation of poverty alleviation from external relief to endogenous rise; (4) prompting the system upgrade of the main body of poverty alleviation from single separation to cooperation; (5) optimizing the practice of poverty alleviation path from common generalization to individuality; (6) ensuring the stable and orderly effect of poverty alleviation from short-term to long-term. These findings suggest that the human capital of the main body of network poverty alleviation should be improved; the construction of rural internet infrastructure should be reinforced; an information service system should be constructed to nurture the local characteristic industry; network poverty alleviation for the public welfare should be developed in order.
