Abstract:Urban residents’ living quality is directly influenced by the level of owner autonomy in commercial housing community which depends on the constructive role of the activists and the influence of the negatives. Negatives are characterized by their behavior of low participation,free riders,encroachment on the public interest,and targeted attack on activists,etc. They produce a significant counter-incentive effect and break down the owner autonomy. The internal factors for negatives to realize the counter-incentives effects include interest adjustment,weak social restraint,low credibility,information asymmetry,and absence of social protection mechanisms. It is suggested to construct a mechanism to constrain negatives and ensure the optimum operation of owner autonomy by strengthening the intervention of administrative enforcement forces,improving the supervision system and establishing an organizational protection mechanism.
