The transformation of the main social contradictions urges for new requirements for the development of the basic old-age security system and directs a new path for its reform:to focus on building a moderately fair old-age security system to enhance citizens’ sense of security,gain and wellbeing.After the full coverage of the system and integration of the two tracks,the concealed imbalance in the field of basic old-age security in China are mainly reflected in two aspects:the unbalanced and yearly aggravated development of basic old-age security treatment among groups and the scale of revenue and expenditure of the funds among regions.As a very important institutional arrangement for people’s livelihood,the reform of the basic oldage security system in the new era can be only ensured on the basis of accurately identifying the hidden imbalance points,firmly fixing on the reform breakthrough point,seizing the reform opportunity and selecting the reform path.
